This is not a conspiracy and it is not Google being careless. It is what happens when nobody independent has written the comparison, so the only documents describing the category are written by the people in it.

Why do the same few agencies appear on every best-AEO-agency list?

Because the lists are written by agencies, and several of them rank themselves.

Two rows carry the whole argument.

iPullRank has 3,797 monthly US organic visitors and does not rank on pages one or two for aeo agency — and Google's AI names it anyway. Google's AI answer quotes $3,000 to $7,500 for entry-level advisory or a roadmap, and $4,000 to $15,000+ per month for full service. Both figures trace to the two citations attached to them:

What can be said from the data above is narrower and more useful.
